Пришел ответ по жалобе. Отписка с непризнанием правоты, но извинениями за резкое поведение персонала.
Вывод прост: если везете что-то, чем можно ударить - могут не пустить. Стоит внимательно осматривать ручную кладь.

Letisko M. R. Štefánika – Airport Bratislava, a.s. (BTS) received your complaint about the possible misconduct of the security officer who denied the carriage of an item (baby scooter) in the cabin baggage at the security control point on 18th of March 2019.
We are sorry to hear about your negative experience. We investigated the issue and would like to provide you with our statement.
The managers responsible for the airport security reviewed the situation and interviewed the officers on duty from the day of your departure to get better understanding of the situation. The conclusion of this review was that the items were rejected by the security officers in accordance to the valid EU Commission Regulation 2015/1998 and the interior airport security procedures. According to the regulation Attachment 4-C, which contains the categories of permitted items, the items were recognized as a “blunt instruments — objects capable of being used to cause serious injury when used to hit”. This category among other things includes sporting equipment such as scooters, skateboards and collapsible bicycles. Such items can therefore only be carried in the hold baggage. The number of the distinctive items is nearly countless, so the regulation as well as the airport website specify the categories by the nature of the item rather than provide a full list of prohibited items.
The information about prohibited items is displayed on multiple information boards throughout the airport terminal (e.g. near every row of check-in counters, at the security control entrance) and the airport information panel and the helpline is available for the inquiries 24H. This information can also be found in the full text of the regulation on airport website, attached in the link below.

We would however like to apologize for the improper reaction of the staff. The security check of each passenger is performed in a limited time frame, which greatly reduce the possibility to solve the discrepancies with each passenger. According to the staff, your options were comprehensively communicated multiple times and the agents were required to continue their duties elsewhere. They would therefore like to apologize for the possibly inappropriate behavior and your bad impressions. All our employees are trained accordingly to the customer service principles, but we are yet unable to eliminate momentary personal failures.
On behalf of Airport M. R. Štefánika please accept our sincere apology for the complications when using our service. We hope that your future travels through our airport will be without inconvenience.
